SPARKS: <br /> <br />"Actually we would probably belong tc three <br />different basin commissicns much along the <br />present lines of the inter-agency ccmmittees. <br />We wculd probably belcng tc the Ccloradc, the <br />Missouri, and Arkansas River basins commissicns. <br />The members of the ccmmissicn are appcinted by <br />the Gcvernor. Each commissicner must take into <br />consideraticn his entire state. He has to first <br />lock at his state's planning and there are gcing <br />to be ccnflicts within the individual states and <br />amcng the states. There is nc question about <br />it. But we have them new and this, hcpefully, <br />would prcvide a better fcrum to wcrk cut the <br />problems. <br /> <br />To be frank with ycu, we, on our staff, <br />were not tee enthusiastic abcut the passage cf <br />this law at the very beginning. We did propcse <br />a number cf amendments and scme of them were <br />adcpted. But there was a great impetus en the <br />national scene for some better cccrdinated <br />planning in the United States. We knew that the <br />
