The thing I don't quite understand, Colc-
radc is very unique and, of course, a part of
wycmingwculd ccme in the same category, in the
pcsiticn that we have, with rivers running each
way frcm cur state, new wculd this ccmmissicn,
Larry, be functicnal? Will it be desirable?
Will the pecple, say in the Missouri River
Basin area and in the Cclcradc River Basin
area, agree? Or wculd ycu run intc - how many
states are ycu gcing tc have tc include in this
commission - wculd ycu run intc ccntrcversy
where scme states or parts of states, like on
the western slcpe will say 'Well, we dcn't care
about these guys en the eastern slcpe, tc heck
with them', and the eastern slcpe wculd include
more than cne state, mere than cur state, and
they might feel the same way? Now hew is this
commission going tc affect that situaticn?
That's what I'd like to know."

MR. SPARKS:

"Actually we would probably belong tc three
different basin commissicns much along the
present lines of the inter-agency ccmmittees.
We wculd probably belcng tc the Ccloradc, the
Missouri, and Arkansas River basins commissicns.
The members of the ccmmissicn are appcinted by
the Gcvernor. Each commissicner must take into
consideraticn his entire state. He has to first
lock at his state's planning and there are gcing
to be ccnflicts within the individual states and
amcng the states. There is nc question about
it. But we have them new and this, hcpefully,
would prcvide a better fcrum to wcrk cut the
problems.

To be frank with ycu, we, on our staff,
were not tee enthusiastic abcut the passage cf
this law at the very beginning. We did propcse
a number cf amendments and scme of them were
adcpted. But there was a great impetus en the
national scene for some better cccrdinated
planning in the United States. We knew that the
