If they wculd <br />stop, put a pericd after 'with his reccmmenda- <br />tions' we'd be in go cd shape but when they add <br />that tail to the kite, it adds an awful lot <br />of difficulty, as I see it. I am just calling <br />it to ycur attention. you've made a great <br />study cf this and I'm not trying to cppcse <br />this in any way, the adcption of this report, <br />but I think there is a let of mischief in the <br />last part of that sentence in regard to authcr- <br />ization of federal prcjects. If it was with <br />his recommendations on planning that would be <br />a different thing.
