as yet they have not been able tc; maybe it
will come) ycu are ahead. But I dcn't lock
at this as a hindrance but more as a help.

As Larry says. we dcn't surrender any-
thing; if we can't sell it tc the commission.
if we belong to ene, why we go alene. The
alternatives are tc do what we have been doing.
which is reach agreement in the four Upper
Basin states if we can. then try tc get agree-
ment with the three Lower Basin states. In
the meantime the cverall plan has been wcrked
on as a part-time job by a group of peep Ie who
likely have more demanding duties elsewhere
under these inter-agency committees. This has
net been the mcst satisfactcry way. let me
say. I think the prcgress of our upper Basin
projects. where we have a regular staff. indi-
cates that an crganizaticn with a permanent
staff adequately funded is a mere efficient
way to plan. If ycu have that kind of a plan-
ning agency in the whole basin, it seems tc me
ycu would get a more efficient plan.

is a lcng, tedicus precess at best and this may
make it longer. I don't know. I think it is
mere apt tc make it shcrter. but I may be
wrcng. "
