If we'd had a Colorado River com- <br />missicn, I think we would have been able to <br />expedite much of the work that has been dcne. <br />The way it cperates now, we cocrdinate cur <br />activities in the Upper Colcradc River Commis- <br />sion and then we have to negotiate with three <br />separate entities in the Lower Basin. There <br />is no reascn, without weakening the Upper Colo- <br />radc River Ccmmission a bit, but what you <br />could have a river ccmmission where ycu could <br />talk, where ycu cculd fcrm a ccncensus, in <br />one lccation. <br /> <br />I think we leek at this just the same way <br />we lock at the Upper Cclorado River commission. <br />I think much of the develcpment in the Colcradc <br />River Basin and in cclorado is attributable to <br />the fact that we had the unanimcus support of <br />the fcur upper Basin states and that the fcur <br />gcvernors, most of the time, went to the Con- <br />gress as cne voice to speak on these projects. <br />And this came about because the projects had <br />been thought cut, if you want to put it that <br />way, wcrked out in the Commissicn itself. <br /> <br />One cf the great problems I have enccun- <br />tered in my experience has been lack of ccmmuni- <br />caticn. Ycu just don't have a forum where you <br />can sit dcwn and discuss these things. Cer- <br />tainly ycu are not going to agree all of the <br />time but you need a place where you can talk <br />to them. The broader the geographical base, <br />it seems tc me, the better chance ycu have of <br />uniting people. If each person is parochial <br />and looks only at his cwn state, then he's got <br />to sell it tc 49 ether states.
