That was cne of the <br />primary reascns fer setting it up. There is <br />always a pcssibility of delay and I think it <br />wculd create some additicnal burden. On the <br />other hand, the states have the power new tc <br />delay anything under the 1944 Flcod control <br />Act. This would be nothing but a fcrum where <br />you hope that ycu can get the states tcgether. <br />If you can't then ycu proceed en your own the <br />way we aiways have. <br /> <br />It has been very difficult to get the <br />support of other states for prcjects and with- <br />out the suppcrt of other states fer federal <br />prcjects, ycu dcn't have a prcject. The <br />theory here is that the states themselves <br />wculd have a better opportunity tc wcrk out <br />their internal prcblems before they brcught <br />them tc Ccngress. <br /> <br />Additional delay is net inherent in this <br />because as the plans develop for these prcjects <br />we should be able to get some ccmmissicn action <br />
