agency be inclined; Larry, to say 'Has this
been thrcugh the ccmmissicn and has it gone the
route?'. In ether wcrds, I'm thinking abcut
the timing of the thing. They wculd certainly
be inclined to want tc use the ccmmission and
tc ask that it be rcuted through the commission.
Would we get involved in delays that would
cloud the issue?"

"I think the purpose cf setting up these
commissicns is tc get these many water prob-
lems reviewed en a more lccal scale than has
heretcfcre existed. That was cne of the
primary reascns fer setting it up. There is
always a pcssibility of delay and I think it
wculd create some additicnal burden. On the
other hand, the states have the power new tc
delay anything under the 1944 Flcod control
Act. This would be nothing but a fcrum where
you hope that ycu can get the states tcgether.
If you can't then ycu proceed en your own the
way we aiways have.

It has been very difficult to get the
support of other states for prcjects and with-
out the suppcrt of other states fer federal
prcjects, ycu dcn't have a prcject. The
theory here is that the states themselves
wculd have a better opportunity tc wcrk out
their internal prcblems before they brcught
them tc Ccngress.

Additional delay is net inherent in this
because as the plans develop for these prcjects
we should be able to get some ccmmissicn action
