recommends', and authcrize the project even
though he does not reccmmend it. This has been
dcne, as ycu knew, in many cases and I am sure I

"I'd like tc pcse this questicn - supposing
we did establish a commissicn on the Coler ado
River, we have already had a good bit of plan-
ning and perhaps cur planning exceeds our
available water supplies already. I am wcnder-
ing this, if we establish this commissicn on
the river, de we then go intc a lct.cf replan-
ning, restudy, rescheduling, and sc fcrth of
our present prcjects and our present plans? It
does leek tc me like that it is pcssible that
this could become another unwieldy prccedure
for getting apprcval cf prcjects which we are
already pretty well dcwn the line on.

Let's just take, fer instance, the Yellcw
Jacket prcject. The feasibility study ccmes
through and we are ready to try and get scme
money frcm the Congress and build the project.
If we establish this ccmrnission, de we then
have tc gc back and sell it to the ccmmissicn
and the Naticnal Ccuncil and the President?
