Mr. Hamburg, on page two at the bcttcm cf that
large paragraph, the 4th paragraph, the last
sentence reads 'The president will review the
plan and transmit it tc the Ccngress with his
reccmmendations in regard tc authcrization of
federal prcjects'. At the present time the
Bureau cf the Budget, which is a presidential
department, perfcrms the authorizaticn cf fed-
eral prcjects. New dces this make cne mere
roadblcck pcssibility cf the President tc review
the plan and transmit it tc the ccngress with
his recommendation? Is that in additicn to the
reccmmendation by the Bureau of the Budget and
does this place in the hands cf the President
and take away frcm the Congress tc make deci-
sions with respect to authcrization cf federal
prcjects? It has the wording there, 'author-
ization cf federal prcjects' and that makes it
a very sericus matter. Now I am wcndering if
we shculdn't understand it thcrcughly befcre
it is adopted."

already law. As a matter cf fact, this cnly
carries cut the existing prccedure. The Presi-
dent, as you knew, dces transmit to Congress
his report on these federal prcjects because
they are prepared by the executive branch. All
cf these reports are prepared by the executive
branch: that is, the Department cf the Intericr,
cr Department of Army, cr whatever it may be.
This is the existing prccedure, althcugh it had
net been spelled out by law previously.
