Larry, fer my own interest, can you clarify -
to me I can't get the basin inter-agency
ccmmittee ccncept - what happens tc the inter-
agency committee beys? Are there such? It
seems tc me that there is some confusion, at
least in my mind. New the r1issouri Inter-Agency
Committee is the one we have been meeting with
for years. Is that right?"

that they dcn't have any permanent emplcyees,
but they are all assigned by the Corps of
Engineers, the State of Cclcrado, and so fcrth.
Is that right?"

"Yes, there is no permanent type cf crgani-
zation as such in the inter-agency ccmmittees.
The chairmen of these ccmmittees are the federal
representatives and are rctated amcng the
varicus federal agencies; that is, cne year the
representative frcm the Ccrps cf Engineers will
be the chairman, the next year it will be the
Bureau cf Reclamation, the next year the Depart-
ment of Agriculture, and so on. There is no
staff, as such, for inter-agency committees.
However, pecple are designated, particularly
frcm the federal agencies, that wcrk pretty
much full time on this inter-agency wcrk. None
of the states, however, have personnel whc work
full time en inter-agency work. We simply
designate - well, actually, the Gcverncr desig-
nates his representative. In most cases he
has always designated me as his representative
and I have, in turn, designated cne cf cur
staff members as a representative. Sc this is
hew it works. But there is nc permanent organ-
izaticn. Nc specific funding at all is provided
for this wcrk."
