"It wculd provide a permanent staff fer this
type cf planning. This staff would be paid fer
by the federal gcvernment. The President
actually designates the staff directcr in each
river basin ccmmissicn and presumably the states
wculd have scmething to say about the selecticn
of the staff."

"It is my understanding that the initial
apprcpriaticns have already passed with the
Act. Is that right?"

"That is correct."

"Sc it is funded tc begin with at this
point. "

"There is funding available. As a matter
cf fact, a naticnal directcr has already been
established and a naticnal staff. This is
supervised by the Naticnal Water Rescurces
Council which consists of certain heads cf
federal agencies. The Secretaries cf the
Intericr, Agriculture, Army, Health, Educa-
ticn and 11elfare, and the Federal pcwer Ccm-
missicn constitute the National Ccuncil and
the applications are made to that Council for
the formaticn of river basin ccmmissions. The
Council has to approve them cr reject them."

,sires with, say the Cclumbia River Basin com-
mittee, with respect tc the importaticn of
water? This might make the Central Arizcna
Project feasible~"

"Strangely encugh there was a prevision in
the bill which stated that river basin ccm-
missicns could net plan fer the importaticn cf
water frcm areas not under their jurisdiction.
I understand that Senator Jackscn get this in
the bill. We attempted to urge the Ncrthwest
to fcrm a river basin ccmmission with the
Cclcrado River Basin sc that we wculd have a
joint commission covering both the Cclcradc and
Cclumbia Rivers. Hcwever, they have seen fit
