We've seen a lot cf constructicn wcrk on I <br />each one of these and we haven't had any con- <br />structicn wcrk in the Yampa41hite area with the <br />exception of the one project, the wyoming- <br />Colorado project, which we are very grateful <br />has made considerable headway, but we think <br />that that district up there is entitled tc a <br />square deal in the development cf the water of <br />the Upper Colorado River. <br /> <br />At the time when the ccmpact was drawn <br />I cbjected tc this diversion of five millicn <br />acre-feet until it was explained tc me that <br />that wculd insure a reservcir at Cress Mcuntain <br />cr Juniper; that it was unthinkable that \Ole <br />cculd deliver that much water tc Utah without <br />a reservcir, withcut a dam. Cliffcrd stone <br />was handling the matter, and a fairer man never <br />lived than Cliffcrd stene. Ycu would never get <br />the ccmpact thrcugh unless this five mil lien <br />acre-feet in each ten year period had tc be <br />assumed and it was assumed by the Upper Basin <br />in crder tc get the ccmpact thrcugh. We think <br />new to abandcn Juniper, in the face of that <br />pledge and in the face cf the conditicns which <br />I have menticned, would be just cut cf the <br />questicn. And to tell us that we don't have <br />any water for Juniper is pretty aggravating." <br /> <br />MR.
