The Yampa River <br />rises in Ccloradc and ends in Ccloradc. It's <br />not an interstate stream at all. But we were <br />called upcn tc give to utah five millicn acre- <br />feet. New that's in the compact; I am not <br />complaining abcut it; but at the same time we <br />think that the Yampa River is entitled tc all <br />of the protecticn that we can get with respect <br />tc the delivery cf that water. <br /> <br />That's a tremendous burden and we can <br />handle that burden very well if we have a <br />reservcir at Juniper. Without a reservoir <br />Coloradc and the Cclorado irrigators, whc had <br />rights lcng befcre the ccmpact was ratified, <br />are facing a very bad pcsiticn. If the dam <br />is ccnstructed at Juniper, withcut loss and <br />withcut jecpardy tc the users cf the water in <br />the Yampa River, we can get alcng all right. <br />But withcut a reservoir, it's just impcssible <br />because we have tcgive tc Utah mere water than <br />we keep in Cclcradc. That, en its face, makes <br />it a very sericus and very heavy burden. <br /> <br />I <br /> <br />I understccd ~tr. Crandall tc say in Salt <br />Lake that the trcuble with Juniper was that <br />there wasn't any water for it. Well, there is <br />five millicn acre-feet in every ten year <br />pericd, I know that. And we dcn't think Mr. <br />Crandall is in a positicn to determine hew much <br />water there is available tc any prcject. We <br />have undertaken the course cf action of provid- <br />ing for each prcject as it came up, providing <br />the water fer it. Sc it wculd be extremely <br />unfair if the Bureau cf Reclamation wculd gc <br />cut and put their finger dcwn here and say, <br />'Mr. Juniper, we wculd like tc de scmething <br />about it but we just don't have any water for <br />ycu'. They might say the same thing tc the <br />Yellow Jacket. <br /> <br />We dcn't think that we are asking fer any- <br />thing unreasonable at Juniper. We think we have <br />
