<br />OJ..U-=> <br /> <br />I <br /> <br />It's most difficult, actually, to forecast <br />the completion of any project with the <br />national and international situation being <br />the way it is today. But based upon <br />appropriations this year we can get a <br />better estimate within 30 days than we <br />could 30 days ago. <br /> <br />I might add that on the Chatfield we <br />have a major problem insofar as the State <br />of Colorado is concerned in obtaining approxi- <br />mately 7 or 8 miles of channel below the dam <br />now under construction. It is a responsi- <br />bility of the state to acquire the channel. <br />Since this will be a fairly expensive pro- <br />cedure, we have informed the municipalities <br />and towns concerned that they will be expected <br />to bear the major burden of the expense. We <br />have formed a committee consisting of repre- <br />sentatives of counties and cities concerned <br />to work actively with the staff of this Board <br />in securing the channel and also making <br />arrangements for the relocation of utilities, <br />bridges, and so on. <br /> <br />I <br /> <br />The staff of this Board will do most <br />of the engineering work in laying out and <br />surveying the lands to be acquired. The <br />Corps of Engineers will run a line for us <br />along the center, or projected from the <br />center of the channel. It is a state respon- <br />sibility and this is the first time that I <br />know of that the state has been faced with <br />a major responsibility in acquiring lands <br />and rights-of-way for a major project of <br />this type. It will require the effort of <br />almost the entire staff for several months <br />in order to stake out the land ownership <br />areas. Then our attorneys. Mr. Moses with <br />some help from the staff, and the Attorney <br />General will have to check the abstracts, <br />land ownerships, and so on, This is a major <br />job and will take us perhaps two years to <br />accomplish, assuming we can get the money <br />from the legislature." <br />
