Lochhead disclosed his fInn <br />. represents the City of Palisade in water rights only so he will vote also. A motion was <br />made by Jackson and seconded by Harrison to accept the staff recommendations for <br />Floodplain Resolutions 92-332, 92-333, and 92-336. A motion was made by Harrison and seconded by Smith <br />to approve the staff recommendation on Floodplain Resolution 92-337. A question was <br />asked by Jackson. The motion passed by unanimous (9-0) decision. Lang recommended <br />the Board defer action on Floodplain Resolutions 92-334, 92-335, 92-338 and 92-339 until <br />the next meeting. A question was asked by Harrison. <br /> <br />21i. Floodplain Management Issues, A Rule for the Designation and Approval of <br />Mudflows and Debris F100dplains* (11:09 - 11:30 a.m.) <br /> <br />Larry Lang reviewed the staff memo and the need for designation of debris and mudflow <br />hazard areas. Brian Hyde, CWCB staff, presented existing floodplain maps for several <br />debris flow communities in Colorado. Pat Rogers, Colorado Geological Survey, discussed <br />the mechanics of debris flow phenomenon and geologic hazard mapping by the CGS. <br />Questions were asked by Harrison, Eisel, Sheftel. Jackson. and Wright. There was <br />concern over the limits on time the staff could devote to this effort. Martineau suggested <br />staff develop a proposal on how it might participate in the development of rules and in <br />other ongoing studies in a way that ftts with the resources in the section and its various <br />priorities.
