Comments were made by Eisel and Jackson. <br /> <br />4d. <br /> <br />Directors' Reports, Attorney General (10:58 - 11:08 a.m.) <br /> <br />Gale Norton, Attorney General, reported the AG's team to review Colorado River issues, <br />personnel changes, special use permits for existing facilities, and the legal aspects of <br />delegating certain authority to division directors. Steve Sims reported on the State <br />Supreme Court's affirmation of Judge Brown's decision in a case in the Upper Gunnison <br />River Basin in Division 4. Norton reported on litigation regarding the ability of state <br />agencies to contract for personnel services and Amendment One issues. A question was <br />asked by Sheftel. <br /> <br />4f. <br /> <br />Directors' Reports, Water Resources and Power Development Authority <br />(11:08 - 11:19 a.m.) <br /> <br />Dan Law reported on the election of new officers; the Authority's bonding activities <br />under the Small Water Resources Projects program; applications for new projects, deleted <br />projects, and federal appropriations to the Authority's revolving loan fund; a needs and <br />funding source analysis for small water utilities being conducted by the Water Utility <br />Council; a potential capitol funding program coordinated with the Division of Local <br />Government, the Department of Health, and the CWCB; ratings on recent bond issues in <br />Colorado; potential impacts of Amendment One, future projects; and announced that the <br />Authority's next meeting will be on December 4, 1992. A question was asked by Sheftel. <br /> <br />5c. <br /> <br />Special Studies, Lower Arkansas Commission (11:19 - 11:37 a.m.) <br /> <br />Ken Salazar reviewed institutional arrangements made to consider proposals to create a <br />state park in southeastern Colorado: Steve Norris, DNR staff, reported on the goals of <br />the Lower Arkansas River Commission and the status of efforts to date. Discussion of <br />the Board's potential role in this matter was discussed by Simpson, Norris, Salazar, <br />Jackson, and Martineau. There was consensus to have a report at the next meeting. <br /> <br />5b. <br /> <br />Special Studies, Water Quantity/Quality Task Force (11:37 a.m. - 12:03 p.m.) <br /> <br />Ken Salazar commented that Leo Eisel and Peter Evans were leading the effort on this <br />matter and that the deadline for the report to the Legislature was November 1, 1992. Leo <br />Eisel commented on the intent of HB 92-1200 and the progress made after three meetings <br />of the Water Quality Task Force. The task force has made a series of recommendations <br />to the Water Quality Control Commission. Peter Evans commented on speed at which <br />the task force arrived at the recommendations. Discussion followed by Jackson, Eisel, <br />Evans, Wright, Lochhead, Salazar, Harrison, and Lile. There was consensus to recognize <br />water quality as an emerging significant issue, but to deal with it may require priority <br />judgements due to staff and time limitations and that some mechanism needs to be set up <br /> <br />Nov. 1992 Meeting, page 3 <br />
