.

e

e

e

ATTACHMENT 5

FPR 99-497
Flood Insurance Study, Town of Parker, Colorado, dated July 4,1989.

KEY ISSUES:
. The 1989 FIS revised the 1987 FIS.

. The 1989 FIS included revised detailed floodplain information for a portion of Sulphur Gulch and
revised approximate floodplain information for a portion of Tallman Gulch Tributary.

· The 1989 FIS was subsequently revised by the 1993 FIS (to be designated; see Attachment 6) and by
the 1996 FrS (already designated).

. The changes in the 1989 FIS for Parker which affected unincorporated Douglas County were reflected
in the 1993 FIS for Douglas County (to be designated; see Attachment 9).

COMMUNITY RESPONSE:
Despite a letter from the CWCB and repeated telephone messages to the Town of Parker
Public Works Director, the only response from the town was two telephone messages from
the Public Works Director to the CWCB staff. We were told that the Public Works Director
is very busy and is aUocating his time as he needs to allocate it to get his work done. The
town has not voiced either support for or objections to the proposed CWCB action.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for the Town of Parker
designating the Flood Insurance Study dated July 4,1989. The detailed and approximate floodplain
information contained in the FIS meets the Board's "Floodplain Designation and Approval
Rules". The designation action will assure that the previously prepared floodplain information for
the Town of Parker is explicitly approved or formally acknowledged by the state, as appropriate,
thereby complying with state statutory requirements.

9
