<br />ATTACHMENT 4 <br /> <br />e <br /> <br />FPR 99-496 <br />Floodplain Information Report, Town of Otis, Colorado, dated May 1999. <br /> <br />KEY ISSUES: <br />. The Flood Insurnance Rate Map (FIRM) dated August 19, 1985 is not representative of flooding <br />conditions in Otis, due to technical limitations, to changes brought about by the implementation of a <br />flood control project and to inaccurate corporate limits. <br /> <br />. The new approximate floodplain information contained in this study is based on a master planning <br />study for Otis and a flood control project map whose preparation was overseen by the CWCB. <br /> <br />. The approximate floodplain mapping, which should replace the 1985 FIRM, reflects the construction of <br />flood control improvements. <br /> <br />. The approximate floodplain mapping shows that 100-year flooding affects a substantial portion of the <br />part of Otis south of the railroad tracks, including several buildings. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Otis sent a letter to the CWCB requesting designation and approval of the May <br />1999 report after a technical review of the Augnst 19, 1985 map. A meeting was held with <br />the Town Board to discuss the designation process and answer floodplain-related questions. a <br />A site visit was also performed to review the drainageways in Otis. The town is supportive of - <br />the Board's proposed designation action. In addition, the town would like to work with the <br />CWCB on additional storm drainage improvements. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Otis designating <br />the Floodplain Information Report dated May 1999, including the new approximate floodplain <br />mapping which replaces the 1975 Flood Hazard Boundary Map. The resolution also acknowledges <br />and then rescinds the FHBM, since it is no longer valid. The approximate floodplain information <br />contained in the FIR meets the Board's "Floodplain Designation and Approval Rules". The <br />designation action will assure that the most current floodplain information for the Town of Otis is <br />explicitly approved by the state, thereby complying with state statutory requirements. <br /> <br />8 <br /> <br />e <br />
