From 1993 until 1996, when it was superceded by the
February 2,1996 FIS, the 1993 FIS served as the official floodplain study for Parker.

e

The 1989 FIS revised the prior FIS for the town (dated 1987) by incorporating
information developed by three different sources to modify the floodplain delineations for
Sulphur Gulch and Tallman Gulch Tributary. The 1993 FIS revised the 1989 FIS by
including information prepared by CRB Engineering, Inc. for Cherry Creek. The 1996
FIS further revised the delineation for Sulphur Gulch, just downstream of Parker Road
and revised the delineations for Newlin Gulch and Jordan Road Tributary in the vicinity
of the Stonegate subdivision.

Colorado state law requires that the Colorado Water Conservation Board designate and
approve all floodplain information that is used by local governments in Colorado for
regulating land use in their jurisdiction. The CWCB has previously designated the 1987
FIS for the town and it has designated the 1996 FIS. Despite the fact that the 1989 FIS
and the 1993 FIS have been superceded by a study that has already been designated by
the CWCB, we believe that the two FIS' should be retroactively designated to address
any land use decisions that might have been made for properties in or near identified
floodplains during the period from 1989 until 1996.

We propose to designate and approve the 1989 Parker FIS and the 1993 Parker FIS and
rescind selected portions of the 1987 FIS at the May 24 - 25, 1999 meeting of our Board.
We need a letter of request from the town, dated no later than April 23, 1999, requesting _
that our Board take formal action to designate the two new FIS' and rescind the ..
