Walcher
Executive Director, DNR

Peter H. Evans
Dire<:tor, (WeB

Dear Mr. Flemister:

I would like to take this opportunity to inform you about the Colorado Water Conservation Board's (CWCB)
floodplain designation and technical assistance programs. Designation and approval of floodplain mapping for
your community would enhance your ability to regulate the 100-year floodplains more effectively. It would
also provide benefits by helping the community to exercise its zoning powers and to identify flood risks to
existing/proposed development in the floodplain. State enabling law for local zoning and subdivision
regulation requires that technical information used for regulation of floodprone areas be designated and
approved by the CWCB. Technical assistance can also be provided to your community by CWCB staff to
evaluate the reasonableness of existing floodplain mapping, and to produce revised floodplain delineations as
necessary. Our records indicate that Yuma experienced flooding in 1993.

e

The "Flood Hazard Boundary Map, Town of Yuma (Yuma County), Colorado, April 23, 1976" that was
prepared by the Federal Insurance Administration includes approximate floodplain information for your
community. The Federal Emergency Management Agency subsequently determined, by letter dated November
1,1984, that 1976 was inaccurate. The CWCB is now proposing to work with the Town of Yuma to review the
existing floodplain information and available flood history. The appropriate floodplain information would then
be presented for designation and approval at the CWCB's May 1999 Board meeting.

The CWCB may consider the designation and approval of floodplain information either by request of a
community or by acting on its own initiative. The first method, which is more preferable, requires that we
receive a letter of request from you by April 20, 1999. We would appreciate it if you could send us a request
letter using the attached "sample request letter" as a guide.

I will be calling you in the near future to talk about the designation process and to answer any questions you
may have about this letter. In the meantime, please call me at (303) 866-3441 if you have any immediate
concerns regarding this issue. Thank you.

Sincerely,

/-"

~
~

./
//
//3- / -

/;homas w.
