e

e

e

ATTACHMENT 7

FPR 99-499
Flood Insurance Study, City of Broomfield, Colorado, dated September 1997.

KEY ISSUES:
. The FIS contains detailed and approximate floodplain information for various streams in the city.

. The FIS incorporates LOMRs for West Lake Channel and West Lake Channel North Tributary, for
Nissen Reservoir No. 2 spillway and Nissen Reservoir No. 2 Downstream Channel, for City Park
Channel, and for West Lake Channel.

. The LOMRs are based on various structural projects, including channelization, detention, and new
crossing structnres. Some of the LOMRs include new hydrologic analyses and new topographic
information. All of them include new hydraulic analyses.

. The FIS also reflects newly annexed areas within Broomfield that were formerly part of unincorporated
Weld County or unincorporated Adams County.

COMMUNITY RESPONSE:
The City of Broomfield sent a letter requesting ewCB designation and approval of the
September 30, 1997 FIS. CWCB staff discussed the designation with the City's Floodplain
Administrator via telephone conversations and a meeting. The City is supportive of the
Board's proposed designation and approval of the 1997 FIS.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for Broomfield. The floodplain
information contained in the 1997 FIS and the accompanying FIRMs will be designated as detailed
and approximate information. The FIS meets the Board's "Floodplain Designation and Approval
Rules" for detailed and approximate floodplain information. The resolution will assure that the
city's most current floodplain information complies with state statutory requirements.

11
