<br />" <br />\ <br /> <br />~b <br /> <br />ROXBOROUGH PARK METROPOLITAN DISTRICT <br /> <br />March 11,2005 <br /> <br />. <br /> <br />Larry Lang <br />Colorado Water Conservation Board <br />Flood Protection Section <br />1313 Sherman Street, #721 <br />Denver, CO 80203 <br /> <br />Re: Roxborough Park Metropolitan District <br />Wastewater Regionalization Project <br /> <br />Dear Mr. Lang: <br /> <br />Please find attached a Colorado Water Conservation Board (CWCB) Easement Request Application for <br />CWCB Right-of-Way along the South Platte River, Chatfield Downstream Channel Improvement Project. <br />This request is to accommodate construction of a proposed pipeline for transmission of wastewater from <br />Roxborough Park Metropolitan District (RPMD) to the Littleton Englewood Wastewater Treatment Plant <br />(WWTP). As part ofthe proposed project, RPMD will provide wastewater service to Lockheed Martin Space <br />Systems (LMSS), which will permit closure of both the RPMD and LMSS wastewater treatment facilities. <br />Currently, both treatment plants discharge into the South Platte River upstream of Chatfield Reservoir. The <br />proposed WWTP regionalization project will result in a reduction in the discharge of phosphorus and other <br />nutrients to Chatfield Reservoir which will provide water quality benefits to the reservoir and South Platte . <br />River downstream of the reservoir. Attached is a vicinity map showing the overall scope of the project from <br />the City of Littleton connection point to the RPMD wastewater treatment plant. <br /> <br />The proposed pipeline will connect to an existing City of Littleton wastewater pipeline at the intersection of <br />Belleview Avenue and Frontage Road F, west of Santa Fe Drive, run west to and across the South Platte River, <br />then generally parallel the west side of the South Platte River past the southerly limits of CWCB permanent <br />right-of-way. Accompanying this easement request application are preliminary plan and profile construction <br />drawings which show the location and extent of the .20-foot wide easement within the CWCB permanent right- <br />of-way. Legal descriptions and exhibits of the pipeline easement(s) will be prepared as construction of the <br />pipeline is completed. The tota11ength of the 20-foot wide easement within CWCB permanent right-of-way is <br />9,618 feet, which equates to a total area of 192,360 square feet or 4.416 a~res. Construction of the pipeline is <br />tentatively scheduled. for completion by December,2006. <br /> <br />, <br />There were a number of concerns and issues outlined in your memorandum to the Board dated November 4, <br />2004. Most if not all offuese issues have since been addressed and/or resolved as the coordination, design and <br />approval processes for the project have progressed. These issues/concerns are noted in italics followed by <br />RPMD's response and work progress: <br /> <br />I. Tying up a large portion of CWCB right-ofway for one project. The preliminary construction <br />drawings show the 20-foot wide easement impacting only 4.416 acres over a'tota1 pipeline length <br />within CWCB right-of-way of 13,400 feet or 2.54 miles. In addition the pipeline alignment is <br />typically along the edge of the CWCB right-of-way and in areas where there is existing maintenance <br />access. <br />2.
