<br />\ <br /> <br />- 2- <br /> <br />Wastewater Treatment, which is located in Englewood, Colorado. CWCB staff has conducted a number <br />of field reviews at the District's request. The March 16, 2005 review will be the most recent inspection. . <br /> <br />This agenda item was discussed at the Board's November 17, 2004 meeting. At the meeting the <br />staff outlined nine concerns/issues to be addressed by the Applicant/District. These nine <br />concerns/issues have been fully addressed in the Districts' letter dated March 11, 2005 - See <br />attached Board Memorandum dated November 4, 2004 and the District's letter dated March 11, <br />2005. <br /> <br />Use for the Requested Area <br /> <br />The uses for the CWCB land are for the construction and installation of a 36-inch pipeline for <br />transmission of wastewater from Roxborough Park Metropolitan District (RPMD) to the Littleton <br />Englewood Wastewater Treatment Plant (WWTP). As part of the proposed project, RPMD will <br />provide wastewater service to Lockheed Martin Space Systems (LMSS). Upon completion of the <br />District's project, the RPMD and LMSS treatment plant will be closed which will eliminate any future <br />phosphorus and other nutrients discharges into Chatfield Reservoir. This action should assist in the <br />overall improvement of the water quality in Chatfield Reservoir. <br /> <br />The proposed pipeline project will connect to an existing City of Littleton wastewater pipeline at the <br />intersection of Belleview Avenue and Frontage Road F (West of Santa Fe Drive). The pipeline <br />alignment will run west to and across the South Platte River, then generally run parallel to the South <br />Platte River mostly within the west over bank area of the CWCB ROW to the southerly CWCB ROW <br />limits (See attached project alignment map). . <br /> <br />The total length of the twenty (20) foot wide permanent easement within the CWCB ROW is 9,618 <br />feet, which equates to a total area of 192,360 square feet or 4.416 acres. In addition to the permanent <br />ROW request, the applicant is requesting a floating forty foot width construction easement to assist a <br />contractor with the construction of a project, which is estimated to cost approximately sixteen million <br />dollars. <br /> <br />The project performance schedule is: <br />. Secure CWCB easement approval - March 23, 2005 <br />. Start preliminary engineering and prepare bid docmnents - April 15 , 2005 <br />. Estimated project completion - January 2007 <br /> <br />The staff finds that these uses can work in hannony within the CWCB project right-of-way with certain <br />subordination requirements and special construction considerations, which must be stated in the <br />easement agreement. <br /> <br />Conditions for the Easement - If the easement is granted, the owner shall comply with the following <br />conditions: <br /> <br />1) TIME PERIOD - The EASEMENT shall be for a term of25 years and can be renewable. <br /> <br />2) PERMITS - The owner shall be responsible for securing and monitoring all required federal, . <br />state, and local permits pertaining to Colorado waters and streams. <br /> <br />Flood Protection.
