Introduction

At the November 6-7, 1995 Board Meeting, approval was given by the Board to grant requests for
easements in CWCB's right-of-way along the Chatfield Downstream Channel Improvement Project
(project) on a case-hy-case basis. In addition, at the November 21, 2001 Board Meeting, the Board
adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated
November 2001. The Staff has received a request from Roxborough Park Metropolitan District
Littleton, Colorado (District). The District has resubmitted their original application dated March 11,
2005, which replaces their February 27, 2002 letter and application - (Request letter dated March 11,
2005 attached). This request and application will provide the District an easement for the construction
of a major Wastewater Regionalization Project in Englewood and Littleton, Colorado. The proposed
project will cross, parallel and traverse nearly the entire length of Board's South Platte River Right-of-
Way (ROW).

Discnssion

The District requests a permanent and construction project easement for a construction of a 36 inch
sewer pipeline within the Chatfield Channel Improvement Project ROW. The District's pipeline
project will be constructed through CWCB project natural and channel project feature areas. This
pipeline project will have many impacts to the existing project lands. The District's proposed project
has received approvals from

. South Suburban Parks and Recreation District
. Colorado Department of Public Health and Environment
. U.S. Army Corps of Engineers
. Denver Water
. Colorado Department of Transportation
. Denver Botanic Gardens at Chatfield

The development does impact many of the recreational features eXlstmg within the ROW. The
District's project traverse in and out of the CWCB right-of-way limits in route to the Littleton
