We have learned that the Utah Light and
Power Company is constructing a 235,000 KV
line south toward the Glen Canyon project.
The obvious purpose of that line, since
there are very few customers in that area,
is to pick up Storage Project power.

The Bureau has been working individually
with some of the potential power users. We
have concluded from studies Mr. Kuiper and
Mr. McClellan have done on these power pro-
blems, that it is a matter on which the State
of Colorado should have official notice and
be consulted before any power marketing takes
place. Apparently the Bureau has plans to
start construction of transmission lines next
year. As I say, we have not the faintest
idea at this time what its plans are. The
studies have been quite secretive.

This memorandum then is the basis for
the studies that we have done to date and
we have concluded that the states should be
invited to participate in these studies since
they are the ones who are directly concerned
with the marketing and transmission of the
Storage Project power. That about sums it
up. Are there any questions on it now?"

"You have indicated a resolution which
you would like the Board to adopt. I have
checked with our attorney, Mr. Moses, and he
feels that the resolution is in order. Have
you discussed this at all with the Upper
Colorado River Commission in terms of liaison?"

"What the Governor had intended doing,
in the event the Board adopted this resolu-
tion, was that he, in turn, will write to the
Governors of the other three states, re-
questing that this resolution be channeled
through the Upper Colorado River Commission."

"I am sure they will undertake that."

"I am certain they will at our request."

"You have all read the resolution, I
trust. To get this matter before the Board,
I'll entertain a motion that it be adopted.
