Now that simply <br />means that it will be about the 22nd of July <br />before the full Committee can report the bill. 1 <br />The bill will be reported to the House of Repre- <br />sentatives presumably the following Monday. I . / <br />am just making some guesses as to time. It will <br />be referred to the Rules committee and if the <br />bill can be gotten out of the Rules Committee <br />in a week that brings you up to the end of <br />July. That means then that it will probably <br />be close to the middle of August before the bill <br />gets on the House floor. And I sincerely think <br />I am giving you a rather optimum timing. <br /> <br />After that we have to have the Senate <br />hearings and we have been assured that in spite <br />of Senator Jackson's refusal at this time to <br />shcedule the hearings that as soon as they are <br />scheduled in the Senate Interior and Insular <br />Affairs Committee, he and his Committee will <br />act expeditiously to get the bill through the <br />Senate as rapidly as possible. <br /> <br />Therefore, in my opinion, if we can enter <br />into the required compromise requirements, we'll <br />get the bill passed this year providing Congress <br />does not adjourn too soon. <br /> <br />We have one thing going for us in the <br />Basin at this time that I think we never had <br />before and that is, we have a stronger, full <br />Basin support of unity for the bill. We have <br />been working very hard and Larry Sparks is to <br />be given a lot of credit for pulling these <br />seven Basin states together for a change. In <br />the past we have been at each other's throats - 1 <br />Upper Basin versus Lower Basin. We have been <br />at each other's throats one state against an- <br />other at various times. But at the present <br />time we do have seven states working together <br />trying to get a bill passed. The best evidence <br />of it, the more recent probably, is the letter <br />that was signed by the seven Basin states <br />
