following Wednesday, and also on the 2lst and
22nd. We hope that nothing else on the schedule
of the committee intervenes. Now that simply
means that it will be about the 22nd of July
before the full Committee can report the bill. 1
The bill will be reported to the House of Repre-
sentatives presumably the following Monday. I . /
am just making some guesses as to time. It will
be referred to the Rules committee and if the
bill can be gotten out of the Rules Committee
in a week that brings you up to the end of
July. That means then that it will probably
be close to the middle of August before the bill
gets on the House floor. And I sincerely think
I am giving you a rather optimum timing.

After that we have to have the Senate
hearings and we have been assured that in spite
of Senator Jackson's refusal at this time to
shcedule the hearings that as soon as they are
scheduled in the Senate Interior and Insular
Affairs Committee, he and his Committee will
act expeditiously to get the bill through the
Senate as rapidly as possible.

Therefore, in my opinion, if we can enter
into the required compromise requirements, we'll
get the bill passed this year providing Congress
does not adjourn too soon.

We have one thing going for us in the
Basin at this time that I think we never had
before and that is, we have a stronger, full
Basin support of unity for the bill. We have
been working very hard and Larry Sparks is to
be given a lot of credit for pulling these
seven Basin states together for a change. In
the past we have been at each other's throats - 1
Upper Basin versus Lower Basin. We have been
at each other's throats one state against an-
other at various times. But at the present
time we do have seven states working together
trying to get a bill passed. The best evidence
of it, the more recent probably, is the letter
that was signed by the seven Basin states
