<br />::>J..t::::::> <br /> <br />I <br /> <br />people in Colorado and in the other upper <br />Basin states, it has become a Colorado River <br />Basin bill. The upper Basin, particularly <br />Colorado, has a very vital interest in the <br />bill. We have five Colorado projects in the <br />bill. We also have some protective language <br />in the bill that will lead us, we hope, in get- <br />ting our water ba~~ in the future from the <br />Lower Basin. <br /> <br />We have tried on numerous occasions to <br />get an announcement made of the schedule of <br />Senate hearings. Up to this point we have been <br />unsuccessful. We tried one scheme two or three <br />weeks ago, thinking well, we can put the heat <br />on the Senate side through Senator Hayden, <br />senior Senator in the Congress, also senior <br />Senator from the State of Arizona, by saying <br />that we thought that certainly by the time the <br />bill is reported by the Subcommittee there <br />should be an announcement of the hearings to <br />be scheduled on the Senate side. The confer- <br />ences between Senator Hayden and Senator Jackson <br />from Washington, who is Chairman of the Interior <br />and Insular Affairs Committee on the Senate sids, <br />resulted in _a negative-response to that re- <br />quest. Senator Jackson flatly said 'There <br />will be no hearings on the Colorado River <br />Basin Project Bill until after the House has <br />considered the bill'. And upon specific in- <br />quiry, what he meant was, after the House had <br />acted upon the bill on the House floor. In <br />other words, after the House has passed the <br />bill. And I think the House is going to pass <br />the bill. <br /> <br />1 <br /> <br />We are up against this situation. Time- <br />wise we are in some jeopardy. As Larry men- <br />tioned to you a moment ago, on the l3th, this <br />coming Wednesday, the full Committee of the <br />House is going to consider H.R. 4671. I think <br />I can safely predict, at this time, that it <br />cannot finish its work on that bill this coming <br />Wednesday for a number of very apparent reasons. <br />The next possible date for the full Committee <br />to act on the bill then will be July 20th, the <br />
