<br />':JJ."L./ <br /> <br />1 <br /> <br />Governors at the Los Angeles Conference of <br />Governors just last week. We drafted that <br />letter in Washington, o. C. We got together <br />behind the scenes with representatives of the <br />various states and my understanding is that <br />the letter was signed. It's a rather broad <br />letter; it doesn't go into any detail but it <br />does express the desire of the seven sovereign <br />states, containing 30 million people and a vast <br />area of the United States, in support of one <br />piece of legislation. And I think that is <br />something that is very significant. <br /> <br />1 <br /> <br />I'Ve mentioned a time or two that it's <br />apparent that 1tle may have to go into a com- <br />promise situation with respect to a couple of <br />items in the bill. I'd like to elaborate just <br />a little bit on those two things without going <br />into detail because the details of how the <br />compromise is going to be worked out can't be <br />predicted at this time. The two most potent <br />forces against us in getting this bill passed <br />by the Congress, in their order of importance, <br />and their order of potency in my opinion, are, <br />number one, the opposition from the Pacific <br />Northwest headed by Senator Jackson, the <br />Chairman of the Senate Interior and Insular <br />Affairs Committee. Senator Jackson, being <br />Chairman of that Committee, has the same life <br />and death hold on legislation on the Senate <br />side that our Congressman Aspinall has on the <br />House side. If he says there will be no hear- <br />ings on that bill, there'll be no hearings on <br />that bill. And that is in spite of the fact <br />that Senator Hayden of Arizona is the dean of <br />the United States Senate, tile senior Senator <br />from Arizona, Chairman of the Appropriations <br />Committee, etcetera. Now we have pretty good <br />proof of that because of the situation that we <br />got into, as I explained a few moments ago, <br />where Senator Hayden didn't have the power to <br />get Senator Jackson to schedule the hearings <br />for us. That is something I think you ought <br />to keep very strongly in mind when you watch <br />the events as they happen in the next two or <br />three weeks. <br />
