<br />SECTION 1. rURPOSES.
<br />
<br />(a) The pUlposes of this Act are the fOllowing:
<br />
<br />(1) To authorIze the Secretary of the Interior to engage in studies relating to
<br />enlarging Pueblo Dam and Reservoir and Sugar Loaf Dam and Turquoise Lake,
<br />FryillgplUl-Arkansas Project, Colorado. as described in the Preferred Storage Options Plan
<br />RepOI1 published September 21,2000, by tIle Southeastern Colorado Water and Storage Needs
<br />Assessment Enterprise and the Final PSOP Implementation Committee Report dated April 19,
<br />2001.
<br />
<br />(2) To authorize the Se,retary to enter into contracts for the use of excess storage
<br />and conveyance capacity of certain ~ast slope facilities of the Fryingpan-Arkansas Project,
<br />Colorado, fOI municipal, water banking, and other purposes, as described in the Preferred
<br />Storage Options Plan Report publi~l1.ed September 21, 2000, by the Southeastern Cololado Water
<br />and Storage Needs Assessment Enterprise and Final PSOP Implementation Committee Report
<br />dated April 19, 2001, by amending the Act of August 16, 1962 (76 Stat. 389 et seq,).
<br />
<br />(3) To authorize the Se~rdary to enter into temporary contracts with any agenc}' or
<br />entity, private or public, operating a \' 'ater bank established pursuant to Colorado law, for use of
<br />facilities for the impounding, storage, and carriage ofllonproject water for irrigation, domestie;
<br />municipal, industrial, and other beneti :Il!! purposes,
<br />
<br />(4) To authorize the Secrd.'l)' to enter into COlltracts with the City of Aurora,
<br />Colorado. or an entelprise of the City fl>r use of storage or carrying capacity excess of the
<br />requirements offaeilities of the Fryij),rpdn-Arkansas Project, Colorado, for the impounding,
<br />storage, and carriage of nonproject W,>l' r !tlr domestic, municipal, industrial, llJ1d other beneficial
<br />purposes as provided herein.

<br />(5) To authorize the Secret, ()' t,l enter into contracts with the Pueblo West
<br />Metropolitan District, Colorado, or an ;derprise of the District, for use of storage or carrying
<br />capacity excess of the requirements oj. f;, OJ4+~*the Fryillgpan-Arkansas Project. Colorado,
<br />for the hupounding, storage, and c.arri.ge )( ',onproject water for domestic, municipal, industrial,
<br />and other benetlcial purposes as pro,'idd Lercin. .

<br />(b) Nothing in this Act is iu;.,nued I ,.-
<br />
<br />(I) impair or otherwise intert:;"e "ith the projecl's authorized pu<pose, or existing
<br />contractual obligations of the Secretary 01 project beneficiaries, including the rene"al of any
<br />slIch contracts;

<br />(2) increase diversions Ofprclject Wttw from the natural basin of the C..lorado River;
