<br />SEe. 2, SECRETARY AUTHORIZED TO CONDUCT STUDIES FOR THE
<br />ENLARGEMENT OF PlJEB.LO DAJ.'\oI AND SUGAR LOAF DAM.

<br />(a) The Secretary of the Interior is hereby authorized to engage in ston,;e :,pace
<br />studies, up to and including a feasibility study pursuant to section 8 of the Federal \ 'al~t Project
<br />Recreation Act (16 U.s.C, 4601-19) and sectiOIl9(1l) of the Act of August 4, 1939, 'h"pter 418;
<br />43 U.S.C. 485h(a)), as may be appropriate. relating to enlarging Pueblo Dam and F ,eIyoir and
<br />Sugar Loaf Dam and Turquoise Lake, FryingpJiH\rkansas Project, Colorado, inch. .ing stUdies
<br />for the purpose of detennining the potential CO$ts, benefits, and environmental and) ,'reationul
<br />impacts of such enlargements and the use and operation thereof, as described in the, referred
<br />Storage Options Plan Repolt published September 2] , 2000, by the Southeastern Cokrado Water
<br />and Storage Needs Assessment Enterprise and Final PSOP Implementation Conunitte, Report
<br />dated April 19, 200 I. Any report orrepocts submitted to the President and Congress pn pared
<br />pursuant to this provision shaH be considered to fulfill the reqnirements of section 9(a) c fthe Act
<br />of August 4. 1939 (Chapter 418; 43 U,S.C. 485h(a)), to the extent that section may be a~'p1icable.

<br />(b) Before funds are expended for the studies aut110rimd by this section, the
<br />Southeastern Colorado Water Activity Enterprise shall agree to pilrticipate in the studies "nd to
<br />fund the costs of the studies, '[he Southeast~m Colorado Water ActiVity Enterprise's funaing of
<br />the costs may be provided partly or wholly in the fOIDl of serviccs directly related to the clnduct
<br />of the studies.
