J. 1kCormick and'seconded by John Beaty that <br />a committee composed of the Director, the Board Attorney and Glenn G. <br />Saunders be directed to work with Mr. GallI' and the State Health Depart- <br />ment to draft a suitable bill on water pollution. On vote, the motion <br />carried unanimously and was declared adopted. <br /> <br />I <br /> <br />The Board considered the subject of develof'lle.nt of small reservoirs, with <br />particular reference to the so-called Neill bill, which was being proposed for <br />such purpose. <br /> <br />The Director reported it had been generally recognized that some aid pro- <br />gram be developed to assist projects financially, in the classification between <br />those eligible for aid through the U. S. Department of Agriculture and the larger <br />projects of the Bureau of Reclamation. He said'this situation had been recognized <br />by the National Reclamation Association, which has a committee headed by John <br />Bliss of Hew Mexico to study such legislative proposals. He said it is considered <br />that a Small Projects division may be established in the Department of the Inter- <br />ior, to take care of small projects which need not maintain such high construction <br />standards and ylith investigations made at no charge to the projects. lIe said some <br />states, notably Utah and Montana, have statutes for small project construction <br />from state funds with opportunity for Federal financial participation. <br /> <br />The Director reported the Neill bill souglit to create a state aid in Colo- <br />rado through the sale of revenue bonds,to set up a revolving fund to be adminis- <br />tered by a new state board. The Board's attorney stated that, as drafted, the <br />Neill bill was unconstitutional in many respects; <br /> <br />It was moved by John Beaty and seconded by Dan Hunter that analysis <br />of the Neill bill be referred to the same committee as assigned to study <br />the water pollution bill, namely, the Director, the Board's attorney and <br />Mr. Saunders. On vote, the motion carried unanimously and was declared <br />adopted. <br /> <br />A communication from F. M. Bell, district engineer of U.S.G.S., was read <br />to the Board, regarding State renewal of the contract for maintaining gaging sta- <br />tions needed in project investigations. The Director recommended the contract be <br />continued, and 'stated that $7,500 for this purpose had been included in the water <br />board budget. <br /> <br />It was moved by John Cross and seconded by Dan Hunter that the <br />, sum of $7,500 be authorized for the gaging stations for project investi- <br />gations under a cooperative contract with the United States Geological <br />~urvey. On vote, the motion carried and was declared adopted~ <br /> <br />I <br /> <br />It was reported to the Board that, as of December 31, 1950, there were <br />301 gaging stations in this cooperative U.S.G.S. - State program, 108 on the West <br />Slope and the remainder on the East Slope. <br />
