<br />237 <br /> <br />I <br /> <br />It was moved by Mr. Pughe and seconded by John Beaty that <br />the Director and the Board Attorney be designated as a committee <br />of two to handle future contacts on the subject of rain-making, <br />and to confer with Mr. Swisher's committee regarding the provi- <br />sions of the regulatory bill being prepared for subrJission to the <br />State Legislature. On vote, -the motion carried unanimously, and <br />declared adopted. - <br /> <br />Attorney General Duke Dunbar, ex-officio member of the Board, briefly <br />addressed the Board. He said that duties of the attorney general's office made <br />many demands on his time, but nevertheless he intended that his office would be <br />a 'member of the Board, in fact'. He said he proposed to attend as ~any Board <br />meetings as possible, or assign H. Lawrence Hinkley, his deputy and fornIer <br />attorney general, to sit in at Water Board meetings. <br /> <br />Further discussion was held regardine the proposed bill to regulate <br />well drilling in Colorado. It was decided that the Colorado :'Iater Conser- <br />vation Board would cooperate ill outlining a workable regulatory program, and <br />that the Director and the Board Attorney would serve as a committee of two <br />for the Board to consult with !.ir. Fuller and the state well drillers' group <br />in formulating a suitable bill for that purpose. <br /> <br />Returning to the subject of underground water investigations, the <br />Director reported that a sub-committee of the State Agricultural Planning <br />Committee h~s been formed to study the possibilities of proposing an under- <br />ground water code for Colorado. The Director said he had met with the sub- <br />committee on one occasion, and was assisting the group in an advisory capacity. <br /> <br />It was moved by C. J. McCormick and seconded by George Pughe <br />that the Colorado natei Conservation Board go on record in favor of <br />increasing the biennial appropriation for underground water surveys <br />from ~25,000 to $50,000, and that such request be forwarded to the <br />Controller and Appropriations Cor.unittee of the 38th General Assembly. <br />On vote, the motion carried unanimously and was d~clared adqpted. <br /> <br />It was moved by C. J. McCormick and seconded by George Pughe <br />that each member of the Colorado Vater Conservation Board should <br />write a personal letter to the Legislators of his respective dis- <br />trict, recommending the appropriation of $50,000 for the 1951- <br />1953 biennium for underground water surveys in the state. On vote, <br />the motion carried unanimously and was declared adopted. <br /> <br />I <br /> <br />The Director reported tllat efforts were being made in the State, under <br />sponsorship of the Department of Health, to draft a bill on water pollution. He <br />said the assistance of the Director of the Hater Board had been requested, and <br />he and Jean Breitenstein had reviewed drafts of such legislation and made certain <br />suggestions~ - <br /> <br />TI. N. Gahr, of the sanitation division of the State Health Department, <br />said that original efforts had been to apply a 'model bill' to Colorado's situ- <br />ation, but this approach had proved \ffisa'tisfactory, as the 'model bill' failed <br />to recognize water problems of the ~ind existing in Colorado, the doctrine of <br />
