<br />236 <br /> <br />The Director reported that other state areas are also asking under- <br />ground water surveys, with applications already on file. He said preliminary <br />studies in the Trinidad area should be made soon, but that, with present funds. <br />and personnel, it might require two years for an intensive overall survey~ <br /> <br />It was moved by John Beaty and seconded by George Pughe that a <br />preliminary study be made as soon as possible in the Trinidad area <br />and that-such area be designated for intensive underground water' sur~ <br />vey which will be undertaken as soon as funds therefor are available. <br />On vote, the moti?n carried unanimously and was declared adopted. <br /> <br />The Board recessed for the noon hour. <br /> <br />I <br /> <br />Afternoon Session <br />Thursday, J~nl~ry 11, 1951 <br /> <br />A tentative list of persons scheduled to appear on the program at the <br />evening public meeting on artificial precipitation, in the House Chambers, was <br />revi~wed, and revl.sed. The final list of pg.rticipents included: Dr. E. J. <br />Workman, Hew Mexico School of Mines; A..W. Cook, United States Weather Burea~, <br />Denver; Dean Peterson of Colorado A & M College, Fort Collins; Robert Curtis, <br />meteorologist or Continental Airlines, Denver; Dr. Irving P. Krick, Water <br />Resources Development Corporation, Pasadena, California; the president of the <br />newly-formed National ileather Improvement Association; and Paul Swisher, Director <br />of the Colorado Department of Agriculture, and Chairman of the Governor's Com- <br />mittee on Artificial Precipitation.' <br /> <br />General discussion of the subject of artificial rein-makmg' (cloud,... <br />seeding) was held. Glenn Saunders suggested that experimentation should properly <br />be controlled by people accustomed to dealing with water matters, and who there- <br />fore might best evaluate the results. He recommended that the control organiza- <br />tion in the state be the Colorado Water Conservation Board, because of its know- <br />ledge and experience in water priorities, compacts, water conservation and other <br />involved factors. He said the Board already has excellent personnel, representing <br />all sections of the state. Mr. Saunders advocated some regulatory supervision of <br />rain-making experiements, but no regulations that would hinder or stifle. progress <br />in this field. . <br /> <br />Mr. Breitenstein agreed with Mr. Saunders, and pointed out that any state. <br />organization assigned the task of policing the rain-making activities should ~~ve <br />funds and personnel to handle the assignment. He commented further that he felt <br />it was necessary to have supervision handled at the state level, or else have the <br />states forfeit that responsibility to the Federal government. He said there is <br />a question of state or federal regulation involved. <br /> <br />I <br /> <br />1~. Swisher reported on the work of the Governor's committee, of which <br />he is chairman, and announced that the committee had prepared a draft of a pro- <br />posed Dill to regulate and supervise rain-~aking efforts in Colorado. He said <br />the proposed bill proposed a control commission composed of representatives of <br />three interested groups in the state, namely, Colorado A& M College, Colorado <br />Water Conservation Board, and the Departinent of Agriculture, with an advisory <br />committee from all sections of the state to be app5inted by the Governor. <br />
