The City of A1amosa did not feel <br /> the feasibility level altemative plans met their <br /> objectives and withdrew as the local sponsor. <br /> The City recommended that we work with the <br /> Colorado Water Conservation Board to <br /> determine if the project could implement <br /> measures contained in the Rio Grande <br /> Headwaters Restoration Project.
