Upon vote being taken tjle motion was duly passed.

The Chairman then :introduced Mr. Frenk C. Merriell. Secretary-
Eng:ineer of the Colorado River Conservation District, who made a
report concerning the activities of the Board of that district and
water problems :in Western Colorado, ..mich report appears in the
stenographio report of the proceedings.

Governor Ralph L. Carr came into the meeti:ag and, as Chairman
of the Bce.rd, introduoed Colonel Besson of the Corps of Army Engineers,
who made a brief statement with reepect to the San Luis Valley Projeot.

Meeting reoessed at 4155 p. Jr.. to reconvene e.t 10100 o'clock
a. m. Fride.;r August 18, 1939.

Friday August 18. 1939, meeting reconvened at 10140 a. Jr.. and
was called to order by Governor Ralph L. Carr.

Mr. P. H. Elwood, e. Regional Chairman of the ./olatic>nal Resouroes
Planning Board, _s introduoed and made e. sts:tement eancerniIlt the
area over whioh he has jurisdieticn and of -which Colerado 1s a part.
He referred to South Platte and North PUtIie problems and s:tated/that

to follow.

Attorney General Ewing T. Kerr of Wyom:ing was introduoed and
made e. brief statement.

Thereupon. C. L. P at-terson, Chief Engineer of -the Boud, 1ll&de a
presentation of pl'oposed budget for tbe Board. explaining expenditures
which were recOIIJIJlended and the necessi ty therefor. He also made statements
conoerning necessary reduotion of oertain aotivities of the Board beoause
of reduoed appropriation for the biennium. A number of questions were
asked and disoussion with members of -the Board respeotiDg budget report
ensued.

It was moved by Judge O'Rourke. whioh motion was duly seoonded,
that the reobmmendat:tarr af Director Stane be approved. namely, that the
basic data' lllaterii~JtR ippendioes noW in course of preparation. of the
lllaster resouroes report of the state of Colorado, cOl!lll1enoed by the
. Colorado Planning Boud and continued in cooperation between tha-t Board
and the Colorado water Conservation Board since the formation of the latter,
be oompleted at an estimated cost not to exoeed $1,400.00, with the
understanding that suoh work be finished not later than the 15th day of
Ootober 1939; that thereafter the liOrk of prepari:ng.a master water
resouroes report of the state be transferred -to the ColoradO Wa-ter
Conservation Board statf and oompleted as money and time make suoh
oompletion possible; and that :in order to pay the $1,400.00 for suoh
purpose. :f\mds be transferred from the item in the budget designated
"obntractual servioes" to the budget item designated "saleries,
seasonal and temporary."
