Secretary- <br />Eng:ineer of the Colorado River Conservation District, who made a <br />report concerning the activities of the Board of that district and <br />water problems :in Western Colorado, ..mich report appears in the <br />stenographio report of the proceedings. <br /> <br />Governor Ralph L. Carr came into the meeti:ag and, as Chairman <br />of the Bce.rd, introduoed Colonel Besson of the Corps of Army Engineers, <br />who made a brief statement with reepect to the San Luis Valley Projeot. <br /> <br />Meeting reoessed at 4155 p. Jr.. to reconvene e.t 10100 o'clock <br />a. m. Fride.;r August 18, 1939. <br /> <br />Friday August 18. 1939, meeting reconvened at 10140 a. Jr.. and <br />was called to order by Governor Ralph L. Carr. <br /> <br />Mr. P. H. Elwood, e. Regional Chairman of the ./olatic>nal Resouroes <br />Planning Board, _s introduoed and made e. sts:tement eancerniIlt the <br />area over whioh he has jurisdieticn and of -which Colerado 1s a part. <br />He referred to South Platte and North PUtIie problems and s:tated/that <br />..c <br />the National Resources Planning Board 1IB.S oonstantly holdi:ngColorado <br />up "" an example in its watl'r developnent prog:ram for other states <br />to follow. <br /> <br />Attorney General Ewing T. Kerr of Wyom:ing was introduoed and <br />made e. brief statement. <br /> <br />Thereupon. C. L. P at-terson, Chief Engineer of -the Boud, 1ll&de a <br />presentation of pl'oposed budget for tbe Board. explaining expenditures <br />which were recOIIJIJlended and the necessi ty therefor. He also made statements <br />conoerning necessary reduotion of oertain aotivities of the Board beoause <br />of reduoed appropriation for the biennium. A number of questions were <br />asked and disoussion with members of -the Board respeotiDg budget report <br />ensued. <br /> <br />It was moved by Judge O'Rourke. whioh motion was duly seoonded, <br />that the reobmmendat:tarr af Director Stane be approved. namely, that the <br />basic data' lllaterii~JtR ippendioes noW in course of preparation. of the <br />lllaster resouroes report of the state of Colorado, cOl!lll1enoed by the <br />. Colorado Planning Boud and continued in cooperation between tha-t Board <br />and the Colorado water Conservation Board since the formation of the latter, <br />be oompleted at an estimated cost not to exoeed $1,400.00, with the <br />understanding that suoh work be finished not later than the 15th day of <br />Ootober 1939; that thereafter the liOrk of prepari:ng.a master water <br />resouroes report of the state be transferred -to the ColoradO Wa-ter <br />Conservation Board statf and oompleted as money and time make suoh <br />oompletion possible; and that :in order to pay the $1,400.00 for suoh <br />purpose. :f\mds be transferred from the item in the budget designated <br />"obntractual servioes" to the budget item designated "saleries, <br />seasonal and temporary." <br /> <br />. <br />
