Direotor Stone was asked by Governor Carr to prepare the
neoessary statement in complianoe with the statute to effectuate the
transfer of funds in the budget of the Board approved by the above
reoommendation.

The Board recessed at 12.00 o'olock noon to reoonvene at
2:00 p. m. iD. the afternoon of the S8llle day.

Meeting reoonvened at 2:00 o'clock p. m. and, was called to order
by Governor Ralph L. Carr.

Thereupon the Board proceeded to .hear statmentll 'of proponents.
of various water development projects in the State of Colorado and also
statements made by representatives of the Bureau Df Recle:mation. Those

survey by the Bureau of Reolamation in the Dolores-Dove Creek area; J. R.

Chaffee County, S. D. Lieuranoe 'Who appeared to request a survey by

of whom appeared on behalf of the Big Sandy flood control and

The Boe,rd proceeded to hear statements from all these
, gentlemen and disoussed tl:Jeir various project proposals with represent-
atives of the Bureau of Recls:ma.tiClll. all of which lippears in the
stenographic proceedings' of the meeting.

Mr. Fancher Sarchet appeared and presented a formal protest
against the Colorado Water CcilnservatiClll Board expending money on behalf.

water users from the Laramie River in Colorado. His statement appears
in the ..t8llographic report of' the mee'!;ing. Disoussion followed the
presentation of this protest whioh ocntinued until 5.15 p. m. when
reoess was taken until 10:00 p. Dl. Saturday August 19, 1939.

Meeting reconvened on Saturday August 19. 1939. at 10:15 a. Dl.
and was called to order by Governor Ralph. L. Carr.

Thereupon Mr. Kenneth Chalmers of the Soil CCIIlservation Service
1Ill.S introduoed and made an elCtended statement with reference to -the
soil oonservation and water faoilities program commenced over a year
ago in the State of Colorado end raised certain question with
particular referenoe to the underground waters end their developnent.
A oopy of Mr~ Chalmers statement appears in the stenographic report
of the meeting.
