<br />. <br /> <br />. <br /> <br />. <br /> <br />An Advisory Group held its first meeting on July 24, 2002. Approximately 30 interested parties <br />participated in the meeting, Future Advisory Group meetings will be held generally on the 4th Monday of <br />every month with two symposiums scheduled for Feb. 24, 2003 and May 19, 2003. <br /> <br />The goals of the 309 Study include developing refined aquatic life classifications that improve on existing <br />categories and to develop a better system for assessing attainment of aquatic uses. This may include <br />dividing the state into different regions (e.g, southern high plains) and specifying the species in each <br />region. <br /> <br />The 309 Study Advisory Group will also discuss the potential benefits of maintaining the functions of <br />constructed water conveyances and storage facilities, as well as, the benefits associated with maintaining <br />downstream ecosystems that are dependent, in part, on the continuation of effluent discharges. <br /> <br />Further information on the 309 Study is available on the WQCC web page. <br /> <br />CDSS Update: The South Platte Decision Support System (SPDSS) is moving forward. The detailed <br />scope of work for all tasks have been submitted for Phase 1 & 2 and are being reviewed. It is anticipated <br />that contracts will be finalized by the end of September, with well drilling and data collection beginning <br />in October. <br /> <br />The irrigated acreage update for the western slope has been completed and will be loaded into <br />HydroBase in September. The Gunnison River Basin StateMod is being updated as well, with more <br />detailed information for the upper Gunnison being included. It is anticipated that the revised monthly <br />model will be completed by October and the daily model being completed in November. <br /> <br />Development of the Rio Grande Decision Support System (RGDSS) is in the final phase of a three-year, <br />$4,960,000 effort, Most of the tools and models for RGDSS have been developed or are nearing <br />completion. <br /> <br />The majority of the work remaining involves modeling tasks in the Ground Water contract (HRS Water <br />Consultants), with some modeling also remaining in the Surface Water contract. <br /> <br />Technical subcommittee meetings regarding the ground water model development are being held <br />monthly. The last one was held in Denver on August 21 and dealt with Rim Inflows, Boundary Inflows <br />and Drain Flows. The next technical subcommittee meeting is scheduled for September 30 with the <br />subject of Streams and Observation Wells. <br /> <br />Colorado Water Trust: Peter Nichols, Executive Director of the Colorado Water Trust, which was <br />established last fall to assist in water acquisitions for conservation benefits, has announced his <br />resignation. Peter recently accepted a position with Trout, Witwer and Freeman, PC, a Denver law firm <br />specializing in Colorado water law. Peter spearheaded the Water Trust's initial funding efforts and <br />recently completed a project to identitY areas in need of additional water for conservation purposes. <br />Peter's last day will be Oct. 1. The Water Trust Board is looking to fill Peter's position as quickly as <br />possible. Interested parties should contact Mike Browning at (303) 443-6800 for more information <br />about the position, <br /> <br />Water Acquisition Program Inquiries: The Water Acquisition Program has noted a marked increase <br />in the number of potential water right donations this snmmer due to the drought conditions around the <br />state. Since May, we have investigated approximately 10 offers to donate water rights for instream flow <br />use. Most ofthe potential donors were concerned that low flows would impact local fisheries and were <br />looking for ways to provide more water to the stream system. Unfortunately, many of the offers <br />involved junior water rights that were called out of priority by downstream seniors, or were the subject <br />of abandonment proceedings. Staff is currently researching a potential acquisition of storage water that <br />could be made available at the headwaters of Tenmile Creek in Summit County. <br /> <br />II <br />
