<br />-2- <br /> <br />/II' <br /> <br />Discussion <br />The District has held a design meeting and is making arrangements to commence the project. During <br />the design meeting, a conflict was discovered between the proposed pipeline and an existing stormwater <br />pipeline located near the intersection of Belle view Avenue and the Frontage Road. In order to construct <br />the proposed wastewater pipeline, it will be necessary to relocate the existing stormwater pipeline. <br />Relocating the pipeline will improve a ponding problem currently at the area. Once the pipeline is <br />constructed by RPMD the pipeline and easements will be conveyed to the City of Littleton. RPMD also <br />requests that the project be considered part of the larger Regionalization Project and that no additional <br />cost be assessed to RPMD. <br /> <br />~e <br /> <br />The project performance schedule is: <br />. Secure_CWCB_easement-3P}ID}val - No~ber, 2005 <br />. . Start preliminary engineering and prepare bid documents - December, 2005 <br />. Estimated project completion - February 2006 <br /> <br />The staff finds that these uses can work in harmony within the CWCB project right-of-way with certain <br />subordination requirements and special construction considerations, which must be stated in the <br />easement agreement. <br /> <br />Conditions for the Easement - If the easement is granted, the owner shall comply with the following <br />conditions: <br /> <br />1) <br /> <br />TIME PERIOD - The EASEMENT shall be for a term of25 years and can be renewable. <br /> <br />eJ <br /> <br />2) PERMITS - The owner shall be responsible for securing and monitoring all required federal, <br />state, and local permits pertaining to the easement request. <br /> <br />3) INSURANCE COVERAGE - The CWCB shall be named as an additional insured, and shall <br />have coverage in the amounts established by the Colorado Governmental hnmunity Act - part <br />one of article 10 of title 24, lOa C.R.S., as amended. <br /> <br />4) FEE CONSIDERATIONS - A recommendation will be made that is in compliance with the <br />CWCB easement fee guidelines for this request <br /> <br />5) RECLAMATION OF THE SITE - A reclamation plan and all site grading p4m shall be <br />developed and provided to the CWCB for approval prior to the construction and completion of <br />the project. <br /> <br />6) NON-EXCLUSIVE EASEMENT CLAUSE - LangUage will be stated in the easement that will <br />reserve the CWCB' s right to grant additional easements on the same land covered by this <br />easement. <br /> <br />7) <br /> <br />EASEMENT APPLICATION - The applicant and/or agent have complied with the provisions <br />of the most current version of the CWCB Easement Guidelines for the Chatfield Downstream <br />Channel Improvement Project. <br /> <br />e) <br /> <br />Flood Protection.
