In addition, at the November 21, 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 200 I. <br /> <br />At the May 2005 CWCB meeting, Board membets approved changes to the Easement Fee Structure <br />such that: I) the S1andard easement review fee, to be paid by the appliC<lllt to the CWCB, is now <br />$500.00; 2) fees collected are deposited in the South Plane Operational and Maintenance account for <br />specific use by the program; and (3) a new easement fee method was developed known as the easement <br />"Impact Method". The Impact method set the value of CWCB owned right-of-way at $lO.OOIsquare <br />foo~ and then quantifies various uses of CWCB lands as a percentage of the $1O.OOIsquare foot For <br />example, drainage pipes and sewer lines have a 50% impact while fences and paved surfaces have a <br />70%, impact <br /> <br />Backe:round <br />At the March 2005 CWCB Meeting Board Membets approved a request from Roxborough Park <br />Metropolitan Distric~ Littleton, Colorado (RPMD or District) to construct a 36" pipeline for <br />transmission of wastewater that will utilize the CWCB ROW lands. That request was approved and <br />provides the District an easement for the construction of a major Wastewater Regionalization Project in <br />Englewood and Littleton, Colorado. As part of the proposed project, RPMD will provide wastewater <br />service to Lockheed Martin Space S~tems (LMSS). Upon completion of the District's project, the <br />RPMD and LMSS treatment plant will be closed which will eliminate any future phosphorus and other <br />nutrients discharges into Chatfield Reservoir. This action should assist in the overall improvement of <br />the water quality in Chatfield Reservoir. The proposed project will cross, parallel arxl traverse nearly the <br />entire length of Board's South Plane River Right-of-Way (ROW). The CWCB recommendation ...,.as <br />for a 20' pennanent and 40' floating construction easement for this waste water pipeline set at a <br />$50.000 fee. CWCB staff is encomaging RPMD wor!< cooperatively with the Corps and the Urban <br />Drainage and Flood Control District (UDFCD) in the design and siting of this waste water pipeline. <br /> <br />flood ProteaioD .
