<br />185 <br /> <br />I <br /> <br />Mr. Breitenstein said, "The Eneineers tell me that if that <br />60,000 acre-feet had been released it would have been lost to <br />Colorado because of the continuing drought in 1951. If that is true <br />then you have got to foretell what the level dovm there will be. <br />when the water '~s released, I am sure that no member of your Commission <br />or any of our legal advisors could have foretold the drought of 1951. <br />We have the compact which has been signed and ratified by the State of <br />Colorado. Vfuat are we going to do? Water was diverted into ,the Rio <br />Grande during drought 1950-1951, a great number of wells were drilled <br />over there. I am "not qualified to say why Colorado ran in debt; we <br />are not in a much more favorable condition with Texas or New Mexico. <br />San Luis Valley is involved in all this; must make up their m:i.nd just <br />what they are going to do about it. All you men in the San Luis Valley <br />are involved. <br /> <br />Mr. Wertz said there is no new land being irrigated in s~uthern <br />part of valley; he didn't believe that any new land was being developed. <br /> <br />Mr. Breitenstein said, "Within the last two weeks some people <br />from Texas told me of plans for new irrigation in the San Luis Valley; <br />claim so~e of it has already been irrigated. y~. ~ertz said he <br />couldn't understand that. <br /> <br />Chairman Bailey said the matter before the Board is how to spend <br />the $10,000. <br /> <br />11r. Bell said there v~s a 135,000 acre-feet'shortage of water in <br />the underground basin last year, which might point to where some of <br />the water goes; so in your investigation you should not overlook <br />ground water factor. <br /> <br />lme. Moses said there is a lot of data in the Bureau available <br />without a great deal of expense. Possible to get within limits of <br />your funds, a report should take that in consideration. <br /> <br />Chairman Bailey asked if there were any suggestions as to who <br />is going to be in charge of that, and Mr. Breitenstein suggested doing <br />it ourselves, with Mr. Gildersleeve. Mr. Gildersleeve said we have <br />had experience and thought what Mr. Tipton suggested is a short-cut by <br />trying to determine areas rather than the entire valley; believe we, <br />have men who can do that. <br /> <br />I <br /> <br />Mr. Crawford said he thought under Tipton's directions the <br />Board can make the study. Mr. Moses said that in addition to these <br />gentlemen from the Rio Grande, we have some more from the \Yat~r <br />Conservation District who want an approval of report on Wagon \Vheel <br />Gap Dam. <br /> <br />Mr. Breitenstein said, "Board should take formal action and re- <br />quest Director to carry out investigation program in substantial <br />conformity with Tipton's letter of February 26." <br />
