Moses' statement that there had been a gift of 60,000 a.f. to <br />New Mexico. I do say that I think the right of New Mexico to critieize <br />Colorado because of our being in debt, is considerably weakened. They <br />were the recipients of that water. I think that as a matter of <br />fairness, the engineers had a Compact meeting in Santa Fe and recognized <br />this to some extent - at least, they discussed the resolution which <br />released 60,000 acre feet. I wish.to impress this Board with the fact <br />that we are extremely concerned about the situation, that if the same <br />stand is taken by Tipton in New Mexico the ultimate trend is against our <br />underground water rise and our people are deeply concerned about that. <br />We would like to have this Board, and Mr: Hinderlider, as the Co@nissioner <br />for the State of Colorado on the Rio Grande Compact, to keep these factors <br />in mind and to work with us and try and get the situation straightened <br />out. I don't believe that any of our people reel we should take the <br />initiation of discussing with Tipton or New Mexico, but do hope we can <br />get data available so when they speak to us we will have the answers. <br />I think.this survey will be of considerable help. TIe want to cooperate <br />in any way we can. It is a very complicated situation - has caused a <br />great deal of trouble in the past - could cause plenty more in future. <br />I am sure if we all work together on this we will get more ground work <br />and have our evidence before we do anything; we will be in much better <br />position. I think this year, another short water year is going to <br />materially help us on the compact. We run better when we have a short <br />water year - it is easier to build up credit in a short water year," <br /> <br />Mr. Bailey asked, "Do you think the procedures outlined by <br />Mr. Tipton to be adequate to give us the answer here?" <br /> <br />Mr. Moses replied, "I don't h"Tlow, but I think it ought to be <br />started as soon as possible. The only reason something has not been <br />done is because the engineering advisors did not formerly make a report. <br /> <br />Mr. Brady made the following statement, "Very shallow gravel eats <br />up a lot of water; water is going down instead of coming up toward the <br />Rio Grande.
