lSl

support for the Bill to authorize the Colorado River I
Storage Project under the conditions stated by the Co~~ission .
itself. After the meeting of the Commission the matter was
considered by the Congress and in a few weeks bills were
introduced in both the Senate and House for the authorization
of the Colorado River Storage Project. Inasmuch as bills
have been introduced; and States have given assurance that
they will support whatever Colorado proposes to the Upper
Colorado River Commission provided (1) that the use of water
is within allotment of Upper Colorado River Basin Compact
terms, and (2) meets the minimum criteria set. up in the Colorado
River Storage Project, I move therefore, that the Board approve
and support the bill.

Mr. Dille seconded the motion - it was unanimously carried.

9. Mr. Dutcher remarked that the Policy and Review
Committee in working out differences made certain recommendations
to this Board which were incorporated in their report, and
this Board took action on these recommendations-and approved
them. It was his understanding that the drafting committee
in considering the recommendations and revisions in the report
failed to include any of the protective measures in the Act
itself. As I remember, the Dean called a meeting of the
Policy and Review Committee. What is the present status?

Mr. Crawford answered, "The Committee never met because the
representative from Gunnison was out of town and could not
attend the proposed meeting. It was thought he should be
present. Since then there has been no opportunity to get
people together, but there should be a meeting soon. The
"matter to consider was the endorsement of the Curicanti Project
to the Bureau of Reclamation. Mr. Cory and Mr. Peterson of
Delta framed up an endorsement, but it only contained a very
minor portion of the resolution passed by the Policy Committee
and approved by this Board. It was felt that it should not
be sent forward until a committee-wide' understanding was
reached.'/

Mr. Dutcher then said, "That Committee worked hard for I
almost a year. The engineering staff .worked with the committee.
This Board approved the report unanimously, and I feel there
should be some recognition of this agreement made between
interested people in western Colorado, and not only by the
Department of the Interior, but by the Congress - the best way
to bring that about is something else. I would like to see a
meeting called of the Policy and Review Committee, and at as
early a date as possible for the purpose of discussing this
matter and submitting its recommendations to the Board."
