<br />150 <br /> <br />I <br /> <br />to make a reliable statement on the subject, but it is my <br />best guess that the possibilities of hearings before legislative <br />committees on the Colorado River Storage Project this spring <br />or summer are remote. I believe that it is more likely, if <br />this present Congress recesses in August, that we shall have <br />hearings on our Project in the Fall, and that if the Congress <br />adjourns in August we shall have hearings in January or <br />shortly thereafter." <br /> <br />8. Mr. Breitenstein made the following statement: "Under <br />the Board's resolution of February 17, 1953, in its description <br />of the Upper Colorado River Commission, the Board said, " . . <br />. with the further understanding that the Colorado Representative <br />on the Upper Colorado River Commission be requested to make <br />every effort to deter any congressional action, or action. by the <br />Upper Colorado River Commission on the Colorado River Storage <br />Project bill until such Committee makes its report and the <br />Colorado Water Conservation Board thereafter takes action on <br />the same." During the latter part of February I directed <br />attention to this resolution of the Water Conservation Board <br />and requested that action by the Commission be deferred. In <br />that I was not successful. However, when the matter of the <br />approval of the bill for the authorization of the Colorado <br />River Storage Project came before the Commission the motion <br />was so worded to bind the Commission and the states represented <br />on the Commission, to give support, either by way of amendments <br />to that Bill, or by independent bills, to any project or projects <br />for the use of Colorado River water in Colorado as may be <br />recommended to the Commission by the Colorado Water Conservation <br />Board. This was a paragraph in the motion for the approval of <br />the Bill to authorize the Colorado River Storage Project. That <br />motion was passed. Thereafter the Commission met in Washington, <br />D. C. There were two meetings - one on Saturday, with the <br />members of the Upper Basin States - Mr. Hunter was there, and <br />also on the following Monday, with the Secretary of the <br />Interior. Messrs. Saunders and Cory were present. I met with <br />the two Colorado Senators and discussed the meeting with them. <br />They were concerned with the decision taken by the Board on <br />February 17. We assured them that in view of the action taken <br />by the Commission in its approval of the bill authorizing the <br />Colorado River Storage Project we believed that they would <br />acting in compliance with the wish of the Board, if they <br />support the Colorado River Storage Project. May be, that to <br />some extentr we went beyond the action of the Board. No <br />opportunity to have another meeting of the Board. I gave assur- <br />ance to Senators Millikin and Johnson that I would report on <br />the matter, explaining the situation to the Water Conservation <br />Board, and would do everything I could to secure approval and <br /> <br />I <br />
