<br />152 <br /> <br />I <br /> <br />Mr. Bailey said the Board would call a meeting of the <br />Policy and Review Committee sometime during the period <br />May 22-25. <br /> <br />Mr. Bailey asked Mr. Will if he should be present this <br />afternoon to talk to us about Appropriations and HR 2220, <br />and to submit two resolutions concerning the latter. <br /> <br />The meeting recessed for lunch at 12:00 Noon, to reconvene <br />at 2:00 P.~I. <br /> <br />Afternoon Session <br /> <br />April 27, 1953 <br /> <br />The meeting was called to order by Vice-Chairman Bailey at <br />2:00 P.M. Chairman Bailey said that Mr. Will was in the room <br />and asked him to speak on some matters in which the Board would <br />be interested. <br /> <br />I <br /> <br />10. Mr. Will made the following statement, "+ would like <br />to suggest, for the consideration of the Board, the possibility <br />of adopting two resolutions, or perhaps the one resolution, I <br />hope that this Board will express concern in connection with <br />the report of the Interim House Appropriations Committee <br />with respect to the Reclamation Program in 17 western states, <br />and particularly with regard to the investigation items. As <br />I pointed out this morning, if the Senate should go along with <br />the recommendations in the report of the House Interior Sub- <br />Committee, there will be virtually no investigation program <br />in the coming F.Y. Furthermore the Bureau of Reclamation <br />stands to lose men, whom all of us know to be valuable to the <br />west, and it is my guess that once we lose those men we will <br />not get many of them back, if the time comes when we get back <br />in the investigation program. I hope that this Board will <br />adopt a suitable course of action which will show some reason- <br />able concern in the reduction program, particularly the invest- <br />igation program which can form the basis for appearance by Mr. <br />Crawford, and others from Colorado before the Senate Approp- <br />riations Committee so our Senators from Colorado and the West <br />generally, will have some encouragement to fight for an increase <br />in the appropriation for this reclamation program. And then <br />I hope that this Board will consider adopting a resolution <br />expressing concern in whatever way it sees fit and recomm~nding <br />revisions of H. R. 2220. <br />
