IhO

I

Mr. Bailey informed the Board that we cannot do that
without authority to spend the money.

Mr. Dutcher said, "If we follow Mr. Breitenstein's suggestion
on the suggestion of alternates we are in position to make
recommendations today."

Mr. Bailey advised that that would be putting the cart
before the horse, that committee appointed to draw resolution
providing for the committees should act first; that we
should wait until Mr. Breitenstein's committee reports to
us, setting up the Conference Committee, he said.

Mr. Saunders explained that he thought the Committee just
going to operate on the expenditure of the $100,000.

Mr. Dutcher asked how far can the Committee go. He said,
seems like the enlargement of this Committee is an invitation
to meet together with all the other sections of the State. It
will be cumbersome to work out in the smaller areas; more
work for the committee than if you select alternates.

I

Mr. Crawford said, "Mr. "Chairman, there might be only a
few occasions when it would be necessary to have a substitute
or an alternate. A great deal is lost when the Committee gets
too large, that is, if the Committee is an action committee
if decisions must be made quickly. Regarding spreading this
work over the entire Western Slope, it is not possible to make
a study of the Blue River and tributaries and secure the total
effect at Grand Junction without taking into consideration
all other streams contributing to the flow of the Colorado at
Grand Junction. Fundamental data should be collected for every
basin on the Slope. After we secure this we will be able to
concentrate on pressure points. Take the Blue River-Denver
at that particular time. There is no conflict. We had, you
will remember for the last Committee meeting, a time allotment
of six months. The report can be rendered 6 months if we
proceed i~~ediately. Conference Committee has taken for
granted that resolution of February 17, gave it some authority,
and has started already on the economic and business survey.
Committee of four or five is a good size.

Mr. Dutcher: "If Committee is enlarged, have to start
from beginning."

Mr. Hunter expressed the op1n1on that "We don't have any
Committee: Mr. Dutcher has withdrawn his motion."

Mr. Saunders then asked, "I wonder if Mr. Bailey's
objection would be met after we ratify the amendment of five
