139

situation should be considered and a determination made. There
is not that representation we ought to have.

Regarding costs, appointments, etc. $iOO,OOO-is a very
meager sum. Purposes suggested by the legislatur~ are
additional reasons why we should .determine personnel for
pr.oper representation.

.
Mr. Dutcher asked Mr. Delaney: "Do you think the member-
ship should be broadened so we would have four members from
each side to represent each water basin?"

Mr. Delaney replied, "I think it should be broad enough
to reach divisions from which the members of your Board are
appointed."

Mr. Bailey asked Mr. Delaney: "Frank, following your
idea, you suggested Board might as well act as a committee."

Mr. Delaney answered, "Make a committee of nine."

Mr. Dutcher asked the Chairman when we are going to have
another meeting of the Board and Mr. Bailey replied whenever
necessary; and asked Mr. Dutcher about his last motion.

Mr. Dutcher said he withdrew his motion - should think
about this thing some more. Bill was drawn to implement what this Board wanted
to have done."

Mr. Bailey reminded the committee that we have a respon-
sibility the legislature has given us. We cannot turn our
backs on it, we have to do something, he added.

Mr. Dille stated if we cannot get this organization into
action, and get to work in coming to these conclusions we are
all seeking; pretty soon it is going to get involved and we
will not get anything done. The Conference Committee should
supervise this study and then come back to Board for final
approval. I still think we can proceed on that theory, and hope
for the best, he commented.

I

I
