Four men for each of <br /> <br />I <br /> <br />Mr. Delaney made the following statement at this point; <br />From the manner in which the resolution was passed on <br />February 17, and the effect on this of legislation subsequently <br />passed, I have considered that legislation quite carefully <br />and I think it is capable of carrying with it a very strong <br />implication that the legislative department has determined <br />that the investigations with respect to the possibility of <br />exporting water from one water shed to another, etc. is to <br />be made by the expenditure of this $100,000, and that is to <br />be the end of it. In other words, the act implies that after <br />$100,000 has been spent, this Committee of your agency set up <br />by the Water Board is to make a report to embody the purpose <br />of the Act to determine how much water, and where to be <br />exported. That broadens this investigation discussed here by <br />this Board on February 17, from more or less localized activity. <br />The importance of that I think, may be could be somewhat <br />illustrated by certain items in the report from the Commissioner <br />of Reclamation sent to your Director who was kind enough to <br />send the information out. Bureau of Reclamation investigation <br />to determine land classifications, water stream measurements, <br />availability of water, and some other general matters cost <br />$112,000. Mr. Riter can probably tell us if all of those funds <br />came out of Colorado River Diversion Fund, or whether there <br />were other expenses out of general fund. The main stem of <br />Colorado River Report, Cliffs Divide, has cost the Bureau of <br />Reclamation the sum of $143,000. This thing, as it has now <br />been shaped and mo~lded by the legislature, reaches much farther <br />than just the two areas on the Western Slope. Mr. Breitenstein <br />has suggested here that so far as humanly possible at this <br />time, this Committee should be so instituted that it arrive at <br />a conclusion as fast as possible in all parts of the State. <br /> <br />As the main stream of the Colorado is to be depleted to <br />some extent for oil shale development on the White River, Yampa <br />and North, Platte and certain areas in Wyoming, I believe that <br />this Board should seriously consider whether certain sections <br />of this state are adequately represented on this Committee. <br />If not, before you take final action, I suggest that phase of the <br />
