'-"'~~"'!:::::< . <br /> <br />'r <br />i' <br />> <br /> <br />r <br /> <br />, <br /> <br />For many years we Four Mile Water Users know that the fish are <br />surviving under the present conditions, the vegetation is healthy, <br />and therefore we do not see a necessity for excessive stream~ flow <br />to be claimed. <br /> <br />In your plan which you spoke of, there would be a continuous <br />gauge on stream flow as of the date of the minimum stream flow <br />decree, putting restrictions on any process that would reduce <br />flow in the section of Four Mile Creek you have designated with <br />th2 existing diversion practices. If it takes about 21 cfs of <br />'.ater to satisfy the most senior water rights, part of the 21 cfs <br />is made from return flow. We need to know that all of this is <br />being considered upstream also. <br />
