.

.

.

Minimum stream Flow section
Colorado Water Conservation Board
November 12, 1998
Page 3

We do not feel that change deprivation should be based upon
estimates of available flow. It is suggested that satellite
monitored measuring stations be installed and maintained at the
expense of the State to measure flow in each of the reaches.
Property owners will be required to have access to accurate
stream flow records in the event that it is necessary in the
future to seek a change of their decrees. It will also be
necessary to have such records to make upstream exchanges.

Please enter this objection to your proposed minimum stream flow
filing on behalf of Pisqah Reservoir and Ditch Company and Catlin
Canal Company. Pisgah owns "wright's Reservoir" above the
segmented section and stockholders of Catlin own the majority of
shares of Pisgah. Catlin has also exchanged through the
segmented section.

Thank you!

Sincerely,

~~

Frank Milenski,
President of Catlin & Pisgah

FM/www

ce.
