<br />Pg.2. <br /> <br />..t' <br /> <br />The Bureau of Land Managment realizes that the Four Mile Creek <br />is an intermittent stream, with the water being used over ,and <br />over arrain under the decrees of the water users. Sometimes the <br />surface water is non-existent, but raises a short ways down stream. <br />Water meters seem to give CO Water Conservation Board more water <br />demands than is fair, especially in light of being a 1998 water <br />right (100 years our Junior), It sounded reassuring as it was <br />explained at the meeting, where in essence it really is not. <br /> <br />. <br /> <br />For all the above reasons we do object to the plan as it is. <br />It would cause an unfair "tall:ing" of the assests of the landown:~r <br />aud their ability to seek a change in decree if necessary. <br /> <br />If water use were to be sold, consumptive use' would come <br />into effect and the Courts have already provided for a minimum <br />stream flow by the amountof water allowed to be transferred after <br />consumptive use has been determined. <br /> <br />. . .". <br />. . .. . . . . , <br />There ,can be no fair alternative, unless the CO Water Conservation <br />Board'is willlingto'fundinstallation of monitored measuring <br />s~a t;ions and fund the, maintence', recording of data in each of' <br />the reaches; 'Landowhers would have access to accurate stream <br />flow, records for change ofcde:re:s and/or ,making ,upstream <br />exchanges. ' <br /> <br />In closing, ,we.-sincerely hope you will consider"the landowners . <br />who have worll:ed extremely hard for years in agricultre and have <br />made every effort to maintain their land and fought for the <br />water they are entitled to (at great expense to them).
