Stream Instability <br /> <br />1) Methodology and criteria for defining stream stability problems <br />Develop a methodology for determining when a stream reach is suffering <br />"stability problems" (including scientific criteria and criteria related to the <br />effects on people and their communities). Review existing approaches for making <br />such determinations and adapt/supplement them as appropriate for the Roaring <br />Fork valley. <br /> <br />2) Identify areas of stream instability <br />Using methodology developed, identifY areas of instability on a map/maps and <br />provide descriptions of each area. Focus on the Roaring Fork mainstem, the <br />Frying Pan River and any confluences of tributaries with the Roaring Fork <br />mainstem. <br /> <br />3) Determine causes of stream instability for each identified area <br />Determine geologic, hydrologic, land use and other man-induced causes for the <br />specific symptoms of stream instability at each location. Describe the causes in <br />sufficient detail to suggest possible mitigation strategies to reduce stream <br />instability. <br /> <br />B. <br /> <br />Examine Other River Issues <br /> <br />1) Identify areas of high risk due to flood hazard <br />IdentifY locations on the Roaring Fork mainstem, the Frying Pan River and at <br />confluences of tributaries with the Roaring Fork mainstem where flood hazards <br />are great. Identification will be based on physical flood conditions and on <br />existing and proposed human activity andfacilities in the I DO-year and the 500- <br />year floodplain. Develop a map of these locations and provide text descriptions <br />of each location. <br /> <br />2) Habitat and recreation concerns <br />Develop an assessment of habitat value (fish, wildlife, riparian vegetation) for all <br />reaches of the Roaring Fork mainstem and the Frying Pan River. Develop an <br />assessment of recreational potential for the same stream reaches. IdentifY public <br />access needs, opportunities and constraints for the same stream reaches. <br />
