:9~ ~,

,~'''':w~
,
,

~

The letter would discuss briefly the legislative mandate for the Multi-Objective Study and
the purpose of the study and then ask the Board of Directors to consider the role
identified earlier in this attachment: direct consultant oversight for R W AP A. The letter
would describe the ongoing role of the CWCB in the study. It would request that if the
R W AP A Board were interested in considering participation in the study, a joint meeting
of their Board and the CWCB staff should be arranged. It would also address, in a
general way, the issue of possible funding from the study budget to support work by
R W AP A since they have an overall budget that is modest.

tit

Follow-Up
At this point, I believe follow-up is less important than setting proposed "rules of the
road" for any cooperative effort. However, once we have determined whether R W AP A
will be willing and able to work on the study, the following tasks will remain in order to
get a consultant started on the study:

1. Prepare any needed MOU between CWCB and RWAPA
2. Finalize the Scope of Work for the consultant
3. Issue the RFQ to interested consultants and advertise the study
4. Interview consultants and select one
5. Develop agreed-upon project milestones for the contract
6. Sign a contract with the selected consultant

We can address any tasks that follow the six tasks listed above, once R W AP A is working3with us and once the consultant has started working.

e

e
